Creating an account is optional but has many advantages.
If you are not a member, the wait time is 45 sec, if you are a member, the wait time is 25 sec, if you are a premium member, there is no wait time and you can download as much as you want.

There is a firefox extension called skipscreen that practically skips delays on every website like Megaupload, rapidshare, depositbox and etc. There is also megauploadnotimeautodownload add-on.
And there are greasemonkey scripts like NoDelay too. No need for premium accounts or signing up :-)
